Real Safety Through Real Enforcement

A proposal for an electrical-safe HSE-owned electricians Register is the only way of real enforcement for England and Wales.

Clear national rules

All registered members would legally have to follow the same high standards, no matter where they work in England or Wales. This fairness protects both the public, companies, indeed everyone including the ESR professionals.

Strong but fair enforcement system

The enforcement framework supports members while dealing firmly with individuals and companies conducting illegal, unsafe electrical work.

It includes:

  • Investigations when safety concerns are raised

  • Mandatory corrective actions, you're not registered you pay to put it right

  • Not advice, that has not worked for 20 plus years

  • Fixed on-the-spot fines, proper fines up to £20,000

  • Prohibition notices where there is immediate danger £185 per hour just for the HSE on site

  • Prosecution in severe cases where the maximum penalty shall always be pushed for.

Designed to protect life, protect property, and protect the reputation of competent, skilled members, with full public transparency

To rebuild trust, the scheme publishes clear, anonymous quarterly data on:

  • Safety breaches

  • Enforcement actions

  • Suspensions

  • Improvements made in respect to electrical standards/safety

This gives the public confidence and shows that British Standards are taken seriously.

Regular Assessment for Ongoing Competence

Competence is not a one-time measurement.
The new register introduces a fair and structured assessment cycle, spanning 1-, 3-, and 5-year periods, based on skills, experience, competency, unannounced site visit, performance and constant up-skilling.

Owned by the HSE — Operated Through Government Tender

The register would be legally owned by the Health and Safety Executive, ensuring independence and national consistency.

The operational contract would be awarded through a fair government tender, similar to the Gas tender.
Existing organisations would be able to apply, even organisations working jointly, what matters are the HSE policies and procedures would all fall under ESR.
